TDSA sends our sincere condolences to all who were impacted by the Hill Country floods. Below please find a list of resources to use if you or your business experienced damage from flood waters. We will be updating these resources as they become available:
STATE RESOURCES Texas Division of Emergency Management (TDEM) TDEM is asking for those impacted by the July 4th floods to fill out a survey here: https://damage.tdem.texas.gov/. Texas Department of Insurance (TDI) TDI’s Help Line is available to help Texas flood victims with insurance questions. The line is open Monday through Friday from 8 a.m. to 7 p.m.. FEDERAL RESOURCES Small Business Administration (SBA) Loans The SBA offers three types of financial assistance to those who were impacted by storms: Business Physical Disaster Loans – Loans to businesses to repair or replace disaster-damaged property owned by the business, including real estate, inventories, supplies, machinery and equipment. Businesses of any size are eligible. Private, non-profit organizations such as charities, churches, private universities, etc., are also eligible. The limit is typically $2 million. Deadline to apply is September 5, 2025. Economic Injury Disaster Loans (EIDL) – Working capital loans to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, non-profit organizations of all sizes meet their ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. These loans are intended to assist through the disaster recovery period. These loans are capped at $2 million and are designed to cover essential expenses such as payroll and rent. Deadline to apply is April 6, 2026. Home Disaster Loans – Loans to homeowners or renters to repair or replace disaster-damaged real estate and personal property, including automobiles. These loans can go up to $200,000 for property repairs and $40,000 for contents such as furniture and vehicles. For more information visit https://lending.sba.gov . The SBA cannot duplicate benefits for losses covered by insurance. FEMA Assistance Financial assistance is available to eligible homeowners and renters in Kerr County. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs. Survivors with homeowners, renters’ or flood insurance should file a claim first. By law, FEMA cannot duplicate benefits for losses covered by insurance. If your policy does not cover all your damage expenses, you may then be eligible for federal assistance. Apply online at DisasterAssistance.gov. Treaty Oak Distilling Ways to Help: Treaty Oak is accepting donations to help the victims of the Guadalupe River flood through Sunday, July 13 . Every day at their distillery between 12:00 and 4:00pm, Treaty Oak is collecting cleaning supplies, medical supplies, food & water, emergency supplies, tools and hygiene items. Needed supply lists are updated daily on Treaty Oak's social media pages. Instructions for Providing Samples at Temporary Events
Distiller Samples for Consumers at Temporary Events
Authority: distilleries may conduct free samples or tastings (no sales) of their products for the public at certain events away from the distiller’s permanent permitted premises under certain conditions.
Qualifying Events

Sample Limitations
Obtain Event Authorization: prior to the event, participating distilleries must complete and submit to TABC the File and Use Notification Form
Submitting the Form: submit the completed for File and Use Notification Form to TABC at any time prior to the temporary event via email. There are no filing fees for this form.
Approval: you have approval to provide samples at the event as soon as you email your completed File and Use Notification Form to TABC (you do NOT have to wait to receive approval from TABC).
Venue Limitations: venue must not be covered by another TABC permit. If it is, contact TABC for options
